On behalf of the Cabinet office, Serco manage the UK’s national training facility for emergency planning and resilience, formerly known as The Emergency Planning College (EPC)

Collaborating as a joint team with Serco leadership and Cabinet Office colleagues, Early devised a comprehensive rebrand strategy to better position the college around the mission of society-wide national resilience.




Early submitted multiple brand and visual identity concept options, colour strategy, strategic brand architecture, positioning and messaging systems, and delivered the full rebrand. We designed a new website, a comprehensive pack of launch assets, physical event design elements and a library of marketing collateral and internal templates for ongoing use.
Our relationship has extended, providing brand and design support for two editions of the UKRA’s flagship Learning Digest publication, as well as various pieces of event collateral and brochures.


A new name, a fresh visual language with colour signalling for the UKRA’s various offerings, and re-imagined messaging led to the successful launch of the UKRA.
The college has re-established itself as one of the critical training facilities for resilience and emergency planning in the United Kingdom.
